I checked B4Ufly and my area is 'Get Approval'. We are a town of 4,000 people. We do have a small airport, but other towns in my area have airports too and are 'Clear to Fly'. So why do I need to 'Get Approval'?

I think it depends by the distance from the area where you want to fly and the airport.
I see on the map that the airport is only a couple of miles far from the town center, for sure aircrafts landing flies lower than 400ft and this can be the reason why you need approval.
I don't know American laws, but in Europe, where I live, you must be at a clearance of at least 3,7 miles from airport for flying, except if the airport has a CTR, in this case the limit can be 10 miles and more.
