Class G or E3 airspace?

I fly in a local park that both Air Aware and Autopylot show as Class G uncontrolled airspace with LAANC authorization not required. But when I go to the FAA UAS Data map it shows the park as Class E3 with a lower limit value of 0 feet. Wouldn't that mean that LAANC authorization would be required?

Type E-3 Airspace is connected to type C airspace , and does not require prior auth to fly as its starts at either 700ft AGL or 1200ft AGL . Below both of those thresholds , is G airspace
 
My understanding of Class E3 airspace is that it can start at 1200 AGL, 700 AGL, or go all the way down to ground level itself. In the description above it says the lower limit is 0 feet. Isn't that what that means?
